Mtatsminda Park is a great place to see the city from above and also you can find amusement park and zoo and food stand and also restaurants
The view is nice, apart from that the place is not worth it to visit specifically I believe. For the best view you need to continue your hiking upstairs :)

Very picturesque place full of inner power. Pantheon is laying right under the cliff, what makes it covered with shadow giving cool and fresh air in a hot sunny day. Right from top viewpoint you can see the roofs of old Tbilisi with a wide landscape of stone jungles. Beautiful monuments gives this place a mysterious vibe. You can get into church for a service or take consecrated water in several spring points.

The Mtatsminda Pantheon of Writers and Public Figures (Georgian: მთაწმინდის მწერალთა და საზოგადო მოღვაწეთა პანთეონი, mtatsmindis mtseralta da sazogado moghvatseta panteoniis a necropolis in Tbilisi, Georgia, where some of the most prominent writers, artists, scholars, and national heroes of Georgia are buried. It is located in the churchyard around St David’s Church "Mamadaviti" on the slope of Mount Mtatsminda (Geo. მთაწმინდა, meaning the Holy Mountainand was officially established in 1929. Atop the mountain is Mtatsminda Park, an amusement park owned by the municipality of Tbilisi. Coordinates41°41′45″N 44°47′20″. The first celebrities to be buried at this place were the Russian writer Alexander Griboyedov (1795–1829and his Georgian wife Nino Chavchavadze (1812–1857). The Pantheon was officially opened in 1929 to mark the centenary of Griboyedovs death during his time as the Russian ambassador. The Pantheon was conceived of as a symbol of collective identity of Georgia. Since then, several illustrious Georgians have been buried or reburied there. Mtatsminda Pantheon of Georgian Writers and Public Figures - the burial place of prominent writers, public figures, scientists and artists in Tbilisi, on the slope of Mtatsminda, in the vicinity of Mamadaviti Church. The idea of establishing a pantheon on Mtatsminda arose in 1915 during the days of Akaki Tseretelis funeral; The Pantheon opened in 1929, on the 100th anniversary of the death of Alexander Griboyedov, who was buried here.
The first celebrities to be buried at this place were the Russian writer Alexander Griboyedov (1795–1829and his Georgian wife Nino Chavchavadze (1812–1857). The Pantheon was officially opened in 1929 to mark the centenary of Griboyedovs death during his time as the Russian ambassador. About two hundred meters after the cable car station, access the tombs first through Metatsminda Alley and then to the Metatsminda stairway. This trail is great for morning walks and exercise and takes you to the back of Mount Metamsminda.

Georgian Père Lachaise, totally worth of visit. Expresses Georgian history and culture pretty precisely also the graves perfectly fit the characters of their owners. And the sight of city from above is just beautiful especially at night when all the lamps fire up!

Great views of Tbilisi and an amazing cave.
Really nice place especially because of the view. I recommend to go there before the sunset because you can see the whole city and the moon perfectly. During winter around 16:30 is ok to get there if youre mostly interested in the view, sightseeing. The church is small and if you just want to see it inside it will take 5 min.
Great place for city view. There are lots of statues here but all in Georgian language, so I’m not exactly sure what they are for. Anyway, worth walking up.

Famous Georgians Cemetery
One can reach this place by taking a ride on a funicular by paying one lari or simply walk up through the steeply winding hill, like we did. From the top you get amazing views of the city. There is a small church also that is pretty charming. Overall a very nice place to visit.
After a long and steep walk you are rewarded with the best view in all of Tbilisi.

Wow, this place is awesome, if you can get there. We walked up a really steep hill, but if you can you should visit a small chapel on the right side of the church. It is really cool. You will need to listen to a preacher for a couple of minutes and make a small donation, but than you will be able to see what we saw. Take a look at my pictures.

Huge place with rides, will be more fun with a large group. There are many smaller shacks near the rides, and a larger restaurant at the funicular building.

Old church with some notables buried in the small cemetery including Stalins mother
This is notable place with graves of famous people like Griboedov or Stalins mother Ekaterine Jughashvili and other. Here you can feel peace and see bautiful panoramic views of the city, read book or simply take a break on the bench after going down by feet from Mtatsminda Park or upwards from Rustaveli Avenue. Optionally you can take a funicular and disembark at Mtatsminda Pantheon Station on a halfway to the amusement park. Please dont mix it with Mtatsminda Amusement Park, it is different place!
