They do tours, AND they rent out bikes for hours, or for a 24 hour period. I took the 24 hour option and it is really a great way to see the city. If you are not sure you want to rent, then take a tour and decide if you want to use a bike to get around town!They supply you with a helmet, bike lock and the bike itself, so you can take it to your hotel and bring it inside - when you are out and about you have a way to secure the bike while you are in a cafe or some such. Very friendly staff who are fluent in Spanish and English.Give them a call and ask questions beforehand if you have any questions! Also, notice they are open 9am - 6am *every day*. So 24 hour rental can work any day of the week if you just want to explore and return it the next day.
